Transgender prisoner who sexually assaulted inmates jailed for life
She stepped backward in her cell toward the prisoners, where Correctional Officer Israel Trevino waited with waist restraints. That inmate said Trevino squeezed her buttocks over her clothing while escorting her and tried to get her to expose her seex and vagina.
Trevino was investigated after an inmate complained about the groping to her prison prisonsrs worker, who reported the allegation. Prison officials fired Trevino in for sexual misconduct. Prison system spokeswoman Dana Simas responded in a written statement that officials moved to protect incarcerated women when the allegations surfaced.
The department fired at least six male correctional officers for sexually abusing women in their custody between andaccording to internal records released to KQED under a new state transparency law and court filings. Some groped prispners inmates, while others engaged in oral sex or intercourse. The disciplinary records, prisoers are still incomplete, provide a prisoners glimpse into how the prison system deals prlsoners sexual exploitation by its officers.
The names of the women involved are redacted in the records, and two named witnesses sex not respond to requests for interviews.
While the number of dismissals for prisiners misconduct is extremely rare among the prisoenrs 26, correctional officers who work at California prisons, inmate advocates say sexual abuse by staff is more rampant than the records show because few officers get reported or investigated.
Amika Mota is trying to change that. She said she and other incarcerated prioners put up with sexual advances because they depended on correctional officers for access to clean laundry, phone calls, tampons, time esx of their cell and other basic needs. One officer in her housing unit, who Prisners declined to name, demanded that she write sexually explicit letters to him. She also described an officer who expected to see women without their clothes on. State prison officials say they have been sex to improve conditions for female inmates in recent years, including enforcing a zero tolerance policy sex sexual misconduct.
The state prison system also investigates and tracks all allegations of sexual assault and harassment by staff, including correctional officers, to comply with the federal Prison Rape Elimination Act. Instaff-on-inmate incidents were reported in California prisoners. The Prison Law Office, which monitors conditions for inmates as part of a settlement in a decades-old federal class action lawsuit, has interviewed hundreds of women at the Central Valley prison and documented their complaints for the court.
The firm reported in that out of a random sample of 80 women, nearly all had experienced sexual abuse or harassment while incarcerated. A second round of interviews turned up similar complaints, often at the hands of the same officers. The firm faulted a culture of bigotry and sexism at the prison. In alone, three officers at the California Institution for Women in San Bernardino County had sexual contact with inmates in or near their housing units.
Officer Robert Darrow was working an overtime shift in a housing unit on May 12,when prisiners pulled one of the women responsible for cleaning and mopping the dorm into a broom closet, according to a transcript sex a preliminary hearing in a criminal case against him. He closed the door. Prisonres encounter lasted only three minutes, according to the testimony, because Darrow heard a noise outside the closet and stopped. In that same month, Officer Tony Garcia sent all sex women in a housing unit to breakfast, but one.
The woman performed oral sex on him in her prisonsrs. He ejaculated on her nightgown, which the woman hid and later turned seex to internal affairs. Investigators tested the semen on the nightgown and confirmed it belonged to Garcia. A third case involved Officer Stephen Merrill entering the cell prisoners two female inmates at a.

Attorneys representing them did not return requests for comment. Merrill and Garcia took plea deals, according to court records. Garcia served two days in jail and was placed on probation. He was also sentenced to less than a year of county jail time, eligible for work and weekend release. But the San Bernardino County district attorney suddenly dropped the charges prisomers him in March prrisoners this year.
Deputy DA Lisa Mann, who prosecuted the case, declined to answer any questions. He was fired in April Prison officials never referred Trevino for criminal charges — due to insufficient evidence, according to a spokeswoman. The Office of Inspector General for California prisons monitors all investigations of sexual assault and harassment by officers and issues public reports.
In Prisonrrs case, the Office of the Inspector General noted prisoners deficiencies in the prison's investigation. The office's sex review also faulted the investigation for failing to substantiate that Trevino was dishonest "when he denied prisoners he made inappropriate, derogatory and sexually harassing comments to inmates. Swx law mandates that male officers announce their presence upon entering those areas, but otherwise does not restrict their presence.
Attorneys with the Prison Law Office think prison officials could prevent a lot of abuse by cutting off that access. The California prison system has been moving in that direction, according to spokeswoman Simas.
A greater percentage of jobs in housing units are prisoners for female officers only, and the prison system is pushing sex recruit more women. Currently, women make up roughly a third of officers at the two main female prisons in the state. Mota is still working to turn her experience in prison into an instrument ssx change.

Or perhaps you think of the horrific rape scenes in Scum or The Shawshank Redemption. Unless you are a fan of Orange is the New Black or the updated version of Prioners Cell Block H — Wentworth then female inmates may not immediately spring to mind.
However the Howard League for Penal Reform has recently published a report that investigated sex between female inmates and staff in Prisoners and Wales.
It is the first independent sex of sex of behind bars and they found priskners female prisoners have been coerced into sex with staff for favours, such as alcohol and cigarettes. As a former prison officer that has worked in both a male and female prison I have a few views on this report. Firstly, I am not sure how accurate these studies ever are. A prison is a world within a world and everybody inside those sex is prisonsrs to survive no matter what their status is.
The only people that really know prioners is happening in there are the people that are in there. And whether you are an officer or an inmate you only ever really pprisoners half the prisoners. I believe that sex behind bars may possibly be more commonplace than this report leads people to believe. When I worked in a female prison there were often rumours about female inmates that were taken out in order to get abortions, after having had sex with male members of staff.

In a male prison 80 per cent of visitors are female. That is the same for a female prison. So in other words in prison much like life the people that are loyal ssex stand by your side tend to be female. Often when a woman is sent to prison then it means the end of her relationship. The word of a prisoner is hardly ever believed. I have sat in on adjudications where to me it was clear that the prison officer is lying but the governor will always rule in their favour. So keeping on the right side of officers is paramount for survival. Many of these women have been abused or have mental health issues and they are vulnerable. In all prisons there is a hierarchy. Staff and inmates all prisohers someone that they prispners to answer to.
Inmates even judge each other. There are some crimes that even behind bars are seen pprisoners absolutely despicable and even fellow inmates will ostracise you if you are convicted of one of these.
The most offensive sx all are crimes against children. Although I do remember being prisoners work one day when a van came in and it was rocking.
Ssx was a lot of shouting and there were threats being made from one set of inmates to another of what they would do when they got into reception. I was horrified. What crime was so terrible that it sex garner such a reaction? Had these people murdered or assaulted a child in the most horrific way imaginable? No, it turned out they had stolen a teddy bear from outside Kensington palace when Princess Diana had died. But when a power structure is in place it tends to be an imbalance of power and when that sex in prison, like the rest of the world, people tend to take advantage.
And where there is a need for commodities then people will trade whatever they have and that includes sexual favours. But this was prissoners that was generally frowned upon due to the level of machismo that is prevalent in mainstream society.

Prisoners these relationships are not abusive and are totally consensual. The fact is that prison officers work very closely with these people. You see them day in and day out and you speak to them about their lives and their families. They often confide their hopes and dreams in you. They are sometimes expert at manipulating you sex often have nothing better to do than think of ways to impress and flatter you.
There are sessions at Prison Service training college that teach you how to prevent yourself being conditioned. You should prisoners have a deep conversation with the same inmate more than two days in a row and you should always report any letters or presents that they may give you.
I never had a sexual relationship with an inmate. Was I ever tempted to? Yes, once. There are some very attractive people behind bars. That describes a man that has spent a lot of time in the prison exercise yard lifting weights and exercising. Ultimately irrespective of the prisoners you are both adults, there is an imbalance of power and that is never right.

Born in July as Stephen Terence Wood, the former Manchester drag artist was convicted in on two charges of indecent assault and gross indecency with a child of primary school age, and jailed for 18 months.
Previously, prisoners requiring such treatment would have needed a Gender Recognition Certificate GRC or to have had a medical diagnosis of gender dysphoria. For transgender prisoners, a gender recognition certificate GRC would normally be necessary before a person could be placed in a prison corresponding to their acquired gender.
The service had initiated a review of the issue early in The government published a report on Noms' policy review in November which acknowledged that the treatment of transgender people in the criminal justice system had not kept pace with wider social views. While the guidelines had emphasised the role of GRCs and medical interventions, the report noted that many transgender people successfully lived their lives without these. Such prisoners must be asked their view of the part of the prison estate that reflects this; however a decision to locate them in a prison which does not accord with their legal gender can only be made following a transgender case board.

Transgender politics — like any politics — can be divisive. Yet in the case of Karen Whitewho is legally still a man but was put in a female-only prison, both sides of the transgender rights debate are united in the belief mistakes were made. White entered the UK prison system as transgender. However, despite dressing as a woman, the year-old had not undergone any surgery and was still legally a male.
She was also a convicted paedophile and on remand for grievous bodily harm, burglary, multiple rapes and other sexual offences against women. During a three-month period at the female prison she sexually assaulted two other inmates.
The Ministry of Justice has since apologised for the placement. Jenny-Anne Bishop, from the transgender rights group Transforumsaid a local transgender case board made up of prison managers and psychologists decides where to place prisoners such as White within three days sex a prisoner being taken into custody.
